RM Framework: Advancing Research Management Training Across Europe

The RM Framework project has been launched to establish framework conditions for training programs dedicated to Research Managers (RMs) across Europe. This initiative aims to support the development of a European qualification system for Research Management, enhancing interoperability and strengthening the profession across the European Research Area.

RM Framework brings together the expertise of 17 organizations to build on past initiatives such as RM Roadmap, CARDEA, EURESTMA, foRMAtion, and BestPrac. The two-year project will deliver key outputs to support Research Managers, including:

  • A handbook for developing high-quality training programs for RMs.
  • A quality label to certify and standardize RM training programs across Europe.
  • Pilot training programs to test and measure their impact on both individuals and institutions.

Beyond training development, RM Framework will conduct impact assessments to evaluate the effectiveness of these programs, ensuring they lead to meaningful improvements in skills, institutional performance, and research success.

To secure long-term sustainability, the project will also introduce a value proposition and business model for the quality label and develop policy recommendations advocating for the recognition of Research Management as a profession. Engaging institutional leaders and policymakers will be a key focus, ensuring that project outcomes contribute to policy discussions at both national and EU levels.

By increasing the availability and standardization of training opportunities, RM Framework will strengthen research-performing organizations, support excellence in research, and enhance access to competitive research and innovation funding.

The Consortium is coordinated by the European Association of Research Managers and Administrators (EARMA), Belgium. Partners, associated partners and affiliated entities are as follows:

Launching RM Framework: Elevating Research Management Across Europe!

The RM Framework project is here to revolutionize training opportunities for Research Managers (RMs) across Europe! ✨ Coordinated by EARMA (European Association of Research Managers and Administrators) and powered by 17 expert organizations, this initiative aims to create a European qualification system for Research Management.

Why does it matter?
Research Managers play a key role in securing funding, improving institutional performance, and driving research impact. But despite their importance, structured training opportunities remain fragmented. RM Framework is filling this gap by developing:
✅ A handbook to guide the creation of high-quality RM training programs
✅ A quality label that ensures RM training meets top standards
Pilot training programs tested for real-world impact at both individual and institutional levels

Measuring Real Impact and Working for a Sustainable Model
The project doesn’t just develop training—it tests and evaluates them! Through impact assessments, RM Framework will measure how these programs improve skills, research outcomes, and institutional success. The value proposition and the business model will aim to ensure the long-term sustainability and broad adoptability of the results.

From Training to Policy Change
For lasting transformation, RM Framework goes beyond training. The project will:
Engage policymakers & institutional leaders to push for RM professional recognition
Deliver policy recommendations advocating for sustainable funding, standardized training, and integration into national and EU policies

What’s next?
By setting new standards, RM Framework will help research-performing organizations achieve excellence, secure competitive grants, and enhance their global impact. Stay tuned as we shape the future of Research Management in Europe!
