RM Framework Podcast Episode 6: How Norway’s RM Training Programme Tests the Handbook

In the sixth episode of the RM Framework Podcast Series, we take a closer look at one of the project’s most advanced pilot environments: the Norwegian national training programme for research managers. The episode features Nicole Elgueta Silva and Hiwa Målen from NARMA, who share insights into how their long-running capacity-building programme is now being used to test the RM Framework Handbook and the future quality label.

Since 2017, NARMA has been running a national training programme for research managers funded by the Norwegian Research Council. The programme brings together participants from universities, university colleges and research institutes across Norway and is structured into three levels: entry/intermediate, advanced, and a management seminar. With a strong focus on soft skills, best practices, reflection, and networking, the programme has become a key platform for strengthening research management capacity in the country. Although the courses do not formally carry ECTS credits, they are designed with an ECTS-like scope and structure in mind.

In the episode, Nicole and Hiwa explain how this mature training programme serves as an ideal pilot site for the RM Framework Handbook. Having followed European initiatives such as ERA Action 17, RM Roadmap and RMcomp from the beginning, NARMA has informally aligned its training content with these frameworks for years. The RM Framework Handbook now provides a structured tool to assess that alignment, identify potential gaps – such as assessment methods or formal certification – and further strengthen the programme.

The discussion also explores the concept of the RM Framework Quality Label, which is currently being developed as a structured self-assessment and peer-recognised quality mark for research management training programmes. Beyond improving transparency and quality assurance, such a label could support interoperability across Europe, helping ensure that skills developed in one country can be recognised and valued in others.
